Analysis of Communication of Institutions of Bosnia and Herzegovina on Social Media

Abstract


The subject of this research is the analysis of the communication of the institutions of Bosnia and Herzegovina that use social media platforms, which would enable them to disseminate information and collaborate with citizens, but also as a public space for dialogue between citizens on the way to deliberative democracy. The paper used a quantitative analysis of the data collected on the official websites of the institutions of Bosnia and Herzegovina from the website of the Civil Service Agency of Bosnia and Herzegovina, as well as a quantitative content analysis of posts published on the Facebook pages of institutions in Bosnia and Herzegovina and qualitative analysis of the latent content regarding floods on the Facebook pages of the Ministry of Security of Bosnia and Herzegovina and the Ministry of Defense of Bosnia and Herzegovina. The findings of this study indicate a linguistic inconsistency in the names of the institutions’ open accounts, which makes scientific research difficult, as well as search and monitoring by citizens. It is evident that the government’s social media infrastructure is insufficiently developed. The culture of interaction is at a low level, with a small number of active users. No post contains tools for polling public opinion nor do they encourage citizen involvement in decision-making processes in any other way. The pages insufficiently use tools for broader audience reach and easier searching. The responsiveness of institutions is low, and in some cases, communication is completely disabled, indicating a hierarchical structure in communication and the obstruction of dialogue. The communication of the Ministry of Security of Bosnia and Herzegovina and the Ministry of Defense of Bosnia and Herzegovina about the floods suggests potential threats to citizens’ security and contributes to the weakening of trust in the government’s ability to respond to crisis situations appropriately.
